SWs: is there a list of laws per state/federal laws that say what constitutes prostitution, in regards to ProDomming/non-escort work? 

The answer is not a neat one. Laws vary widely state to state - state criminal laws are the laws that are most relevant, and depending on where you are, you should be able to look up prostitution related offenses and see what’s on the books. The trick is that there is usually a gap between the letter of the law and implementation, and this changes over time, totally at the whim of police departments as a whole, precinct captains’ priorities, and individual officers’ douchieness. For example, in NY it was a common assumption for a long time that domme work (except strap on sessions) was all good, but then some dommes got arrested. In NY arrest patterns and priorities also vary a lot within the city - indoor arrests are mainly concentrated in Manhattan and Queens, with street based arrests being the focus in other boroughs. Furthermore, the whole system assumes that the overwhelming majority of people arrested for prostitution will plead guilty or plead out to a lesser charge instead of fighting it.

TL;DR - it is useful to know what is inside and outside of the bounds of the law in your local area, but ultimately because of stigma, police violence, and generalized criminalization, it doesn’t matter what the law says, police can fuck with you.
